A pedestrian was struck and killed by a GO train at a railway crossing in Richmond Hill on Friday evening, April 10, prompting a police investigation and the cancellation of the last two northbound trains on the Richmond Hill GO line.

York Regional Police responded to the scene at the Elgin Mills railway crossing, in the area of Elgin Mills Road and Newkirk Road, east of Yonge Street and north of the Richmond Hill GO station, at approximately 6:30 p.m. The pedestrian was pronounced dead at the scene.

No further details about the identity of the individual or the circumstances leading up to the incident have been released by police. The investigation is being conducted by York Regional Police.

Transit Disruptions

The incident forced GO Transit to halt service on the Richmond Hill line and cancel the last two northbound trains on Friday evening. Commuters who were expecting to travel north on those trains were directed to shuttle buses operating between Union Station and the Gormley and Bloomington GO stations as replacement service.

The Richmond Hill GO line is one of the most heavily used commuter rail corridors in York Region, serving residents who travel to and from downtown Toronto daily. The cancellation of evening service on a Friday night affected commuters returning from work as well as those heading north for weekend plans.

GO Transit service on the Richmond Hill line resumed on Saturday morning on its regular weekend schedule. Riders who experienced disruptions on Friday evening were advised to check the GO Transit website and Triplinx for service updates.

Railway Crossing Safety

The Elgin Mills crossing where the incident occurred is a level crossing where the road intersects the railway at grade, meaning vehicles and pedestrians cross the tracks at the same level as the trains rather than on a bridge or through a tunnel. Level crossings are equipped with warning systems including flashing lights, bells, and gates that lower when a train is approaching, but they require pedestrians and drivers to observe and respect the warnings.

Railway crossing fatalities remain a persistent safety concern across the Greater Toronto Area and Ontario as a whole. Transport Canada data indicates that trespassing on railway property and crossing tracks at unauthorized or unsafe locations continue to be leading factors in railway-related deaths in Canada.

Operation Lifesaver Canada, the national public education program on railway safety, reminds the public of several critical safety rules at railway crossings:

  • Never attempt to cross railway tracks when warning signals are active, even if you cannot see an approaching train. Trains can be moving faster and more quietly than you expect.
  • Obey all crossing gates. Never walk or drive around lowered crossing gates. The gates lower for a reason, and a train may be closer than it appears.
  • Look both ways before crossing any railway track, even at crossings with automated signals. Some tracks carry trains in both directions.
  • Never walk along railway tracks. Railway property is private property, and trespassing is both illegal and extremely dangerous.
  • Remove headphones and put away devices when approaching a railway crossing. Distraction is a contributing factor in many railway incidents.
  • Be especially cautious during evening hours and in low-light conditions when visibility is reduced.

Richmond Hill GO Line Context

The Richmond Hill GO line runs from Union Station in downtown Toronto north through several stations to the Bloomington GO station near the boundary of Richmond Hill and Whitchurch-Stouffville. The line passes through residential neighbourhoods in Richmond Hill, with several at-grade crossings where roads and the rail corridor intersect.

Metrolinx, the provincial agency that operates GO Transit, has been investing in grade separations at key crossings across the network as part of its broader GO Expansion program. Grade separations, which either raise the road over the tracks or lower the tracks below the road, eliminate the risk of vehicle and pedestrian conflicts with trains entirely. However, the program is extensive and not all crossings on the Richmond Hill line have been addressed.

The Elgin Mills crossing is situated in an area of Richmond Hill that includes both residential properties and open land north of the GO station. The crossing serves local traffic connecting Elgin Mills Road with Newkirk Road and surrounding streets.

Support Resources

Incidents involving fatalities on the transit system affect not only the families of those involved but also train operators, first responders, and bystanders who may have witnessed the event. GO Transit and Metrolinx provide support resources for employees affected by such incidents.
