A significant new affordable housing development is taking shape in Markham's Box Grove neighbourhood, bringing 153 rental units to the corner of 14th Avenue and Donald Cousens Parkway. The project, developed by York Region through Housing York Inc., is one of the most substantial additions to the city's rental housing stock in recent years and addresses a pressing need for affordable living options in one of Ontario's most expensive housing markets.

Project Details

The development will consist of a mixed-height building with four and six-storey sections, containing 153 rental units that offer a blend of affordable and market-rate options. The design includes underground and surface parking as well as outdoor amenity space for residents.

The project has cleared all major planning hurdles. The City of Markham approved the necessary Official Plan and Zoning By-law Amendments in March 2024, following community consultation that began with an initial planning application in January 2022. Site plan approval was endorsed by Markham City Council, and construction activity is underway.

Based on current timelines, residents could begin moving in as early as 2027 to 2028, though final dates will depend on the pace of construction and any remaining regulatory approvals.

Why This Matters for Markham

The need for affordable rental housing in Markham and across York Region is acute. Thousands of households are currently on the subsidized housing waitlist, and the gap between housing costs and household incomes continues to widen. Average residential sale prices in York Region are expected to increase by four percent in 2026, and one-bedroom condos in Markham are now priced around $500,000, putting homeownership out of reach for many families and individuals.

The Box Grove development directly confronts this challenge by adding purpose-built rental units to a market that has historically been dominated by ownership housing. New single-family home construction in the Union Glen, Cornell Rouge, and Legacy Hill areas is underway after being on hold for two to four years. Pre-sales have begun, with completion expected in late 2026 and early 2027. First-time buyers may also benefit from government rebates that can save up to $80,000 off the provincial portion of HST on qualifying new homes.

However, it is the rental developments like Box Grove that address the most pressing end of the housing spectrum.
